Claim: The ornamental design for a child safety belt, as shown and described.
Description: FIG. 1 is a front, top and end perspective view of the child safety belt showing my new design;

FIG. 2 is an end elevational view thereof;

FIG. 4 is a rear elevational view thereof;

FIG. 5 is a front elevational view thereof; and,

FIG. 6 is a top plan view thereof, the bottom view being a mirror image of the top view shown in FIG. 6.
