Claim: The ornamental design for combined spice rack and utensil caddy, as shown and described.
Description: FIG. 1 is a perspective view of a combined spice rack and utensil caddy showing our new design;

FIG. 2 is a top plan view thereof;

FIG. 3 is a front elevational view thereof, the opposite side being identical; and,

FIG. 4 is a right side elevational view thereof, the opposite side being identical.

The undisclosed bottom view is unornamented.
