Claim: The ornamental design for a portable electrical fan, as shown and described.
Description: FIG. 1 is a front and left side perspective view of a portable electrical fan showing my new design;

FIG. 2 is a top plan view thereof;

FIG. 3 is a front elevation view thereof on a reduced scale;

FIG. 4 is a right side elevation view thereof on a reduced scale, the opposite side being a mirror image of that shown; and
