Claim: The ornamental design for a packaging tray, as shown and described.
Description: FIG. 1 is a top plan view of a packaging tray showing my new design; and

FIG. 2 is an enlarged sectional view taken on the line 2--2 of FIG. 1.

The bottom and outer surfaces of the packaging tray are plain and unornamented.
