Claim: The ornamental design for a collapsible insulating container, as shown and described.
Description: FIG. 1 is a bottom front perspective view of a collapsible insulating container showing my new design in a collapsed state;

FIG. 2 is a bottom front perspective view thereof in an open condition; and

FIG. 3 is a top rear perspective view thereof on a reduced scale with a bottle being shown in broken lines as illustrative of environmental structure only.
