Claim: The ornamental design for an electric baseboard heater, as shown and described.
Description: FIG. 1 is a perspective view of an electric baseboard heater, showing my new design;

FIG. 2 is an end elevational view, the opposite end being a mirror image thereof;

FIG. 3 is an enlarged elevational view of the control panel.

FIG. 3 is shaded to indicate areas of contrasting color. The rear and bottom sides are substantially planar and unornamented.
