Claim: The ornamental design for a newspaper vending rack or similar article, as shown or described.
Description: FIG. 1 is a perspective view of a newspaper vending rack or similar article showing my new design;

FIG. 2 is a front elevational view thereof;

FIG. 3 is a right side elevational view thereof; and

FIG. 4 is a top plan view thereof.

The left side is a mirror image of the right side. The back and bottom are plain.

The broken-line showings of FIGS. 1 and 2 are for illustrative and environmental _purposes only, and form no part of the claimed design.

The newspaper vending rack or similar article has its pedestal shown in FIGS. 1-3 broken and bracketed intermediate its length to indicate that the pedestal is of indeterminate length.
